The software is the national basic, strategic industry, it is no doubt dependent onthe prosperity and development of its subject——the rise and fall of softwareenterprises. There are certainly a lot of reasons for the software enterprise of high birth and death, but the success rate of technological innovation is one of the key factors, therefor, the development of the software enterprise will inevitably require a proper technical innovation strategy. Starting with the enterprise's own ability, accurately grasping the external environment, implementing and constantly controlling the technology innovation strategy are the fundamental way to success. On this background, the strategy research of the software enterprise technology innovation has important theoretical and practical significance.The main research and innovation are as follows:First of all, this paper argues that the development of enterprise software is the result of environment selection and business adaptation; therefore, its technological innovation strategies must be matched with the environment. For the specific characteristics of software enterprises, this paper analyzes the globalization, political, legal, economic, social, technical and other macroeconomic factors, the competitiveness of the software industry, as well as the the integtated environment of the software enterprise qualitatively and quantitatively in order to grasp the business opportunities and threats.Secondly, the paper argues that the capability of technology innovation should be considered as the internal environment when formulating the strategy for software enterprise technology innovation. Based on the previous studies on the technology innovation capability, thingking of software enterprise technology innovation as a capability union including innovation inputing ability, R&D capacity, organization ability, management ability, resouses ability of enterprise. Then through index decomposition of the above abilities so as to achieve quantitative results. The research summarized the evolution laws of the software enterprise technology innovation and discussed its ways of construction.Thirdly, according to the enterprise life cycle theory and the characteristics of software companies, considering a life cycle of a software enterprise can be deivided into three stages such as start-up, growing and mature which have different features. Meawhile, the quantitative research methods used to diagnose of life-cycle is given; based on the specific conditions of the life cycle stages, pointing out that should software enterprises take the lead, cooperate, imitate or chose other strategies of technological innovation.Forth, according to the analysis method of hall three dimensions structure, a three-dimensional framework to choose and analysis software enterprise technology innovation strategy is established. On the basis of quantitative analysis to the relative properties such as external environment and technology innovation abilities, pointing that the start-up period enterprise should give priority to imitate innovation with cooperating innovation supplemented; the growing period enterprise should give rise to following innovation with cooperating and independent innovation; the mature period large enterprise should undertake the responsibilities of independent innovation and strengthen the cooperation with other enterprise and research department.Finally, comprehensive using of the DEA, AHP, BSC, PCA, economic analysis andother evaluation methods, combining with practical examples , as well as evaluatebefore(risk), during(process) and after(performance) the process and evaluate externalperformance in order to control and management the entire process of the innovationstrategy.
