| Jilin province has entered into the aging society since 2003.The degree of aging become more and more serious because of the longer life and lower delivery rate of the population. Although an aging population increase the burden of young generation and society,but it will bring new chance to the aging service industry.The safeguard mechanism of aging service industry is the sum of the mechanism of guarantee its healthy and smooth development. It can deal with the problems and deficiency in the process of development, and provides the basis for the stable development.Therefore,it is particularly important thing to build the safeguard mechanism for aging service industry.This paper expatiates on the pension service industry, safeguard mechanism connotation and relevant theory, at the same time analyzes the present situation of the safeguard mechanism and finds out its problems. There are many reasons for the lack of the safeguard mechanism, such as imperfect legal policy, poor talent development scheme, lag in technology, etc. On the basis of experience of endowment service industry in the developed countries, and combining with the current current situation of the safeguard mechanism in Jilin, we can enact the more perfect pension law and a full range of preferential policies. In addition, to reform the system of investment and financing, and to improve personnel training and employment policies also can help us to improve the safeguard mechanism of Jilin’s aging service industry. |
