With the rise of aging population,aged-care issues have drawn increasing attention from the Government and society.As an important part of the family and community,the elder group has made great contribution to socio-economic development,and therefore,has the right to get care and services after their retirement.Due to the decreasing family size,more intense social competition,and increasing pressure of raising children,the traditional aged-care mode that consists of family support and institutional support,is insufficient to take care of the elderly.The nursing home is generally far away from family and social relations,which cannot meet the elders' needs of family affection.This leads to the emerging and new aged-care mode--community-home aged care,while the Government and market failures hinder its effective operation and development.With this background,this study takes the Government and market failure into consideration,and explores the new aged-care mode.The research object is the "publicly-built privately-operated" aged-care service station of the Phoenix community at NC city,which is the first to introduce civil force into aged-care service.The empirical survey investigates satisfaction degree of aged-care service and operation effect through interviews and questionnaires.In addition,this study employs the SWOT method to examine whether this mode can be extended and what difficulties it may have,in order to construct a "publicly-built privately-operated" pension model that can improve the aged-care service in the community.
