Research On Strategies Of Expanding Port Function In Hebei Province

As the hub and node of the comprehensive transport system, port has inherently been a carrier of integreted services sets including logistics, commerce, information, finance, relying on its geographical advantage and important role in supply chain. With over 30 years of reform and opening-up, ports in Hebei province had realized leap-forward development and historic changes. However, the main functions of these ports still limit to some basic ones like stevedoring, transit, and storage, integrated services such as information, logistic are in their infancy. So, expanding the functions of ports in Hebei province to seek development is of great significance for leading the economic development of the coastal regions even the whole region of Hebei province.In this paper, according to the current development status and the new situation faced by ports in Hebei province, this paper analyzed the requests with SWOT analysis method, proposed the straegys, and pointed out the guarantee measures for these port’s function expanding based on the function evolution analysis theory of the modern ports. The specific research conclusions are as follows:1、The strategies of expanding the port function in Hebei province are: First, strenthen the province’s overall planning, clear positioning of port function, accelerate the contruction of public infrastructure in ports, promote the development of port-invinity industry, establish and improve inter-regional cooperation mechanisms, and gradually form a comprehensive port system of reasonable layout, clear labor division, perfect function, characteristic service of raw materials. Second, based the main cargo type on container, coal, and iron ore, optimize the goods structure and layout of port, and expanding the service function of transit, delivery, processing, logistics information management and trade.2、The safeguard measures for the implementation of expanding the port function in Hebei province are: First, strive for the state and province policy support, try to be approved to establish iron ore bonded area in Cao-fei-dian port of Tangxhan, attempt to get Huanghua port to be listed in the container sea-rail combined transport pilot port list and to get Tangxhan port and Huanghua port to be incorporated into North China international shipping center construction framework, strenthen the province financial support to port construction. Second, actively guide the strategic cooperation between ports, form an important international Bay Port Group centering on Tianjin Northern International Shipping Center and supported by coastal ports in Hebei. Third, improve the consolidation and distribution system of port, speed up the construction of "three port four area" railway, highway and port area road, expand the port service function. Four, accelerate the platform building of port logistics public information, optimize the port clearance environment. Five, promote the development of shipping industry, and rainforce the policy guarantee of expanding the high-end service function of port.
