Dalian Port Function Study

In 2003, the Center Government and the State Council put forward the strategy "Rejuvenating Northeast Old Industrial Base". At the same time, another policy will be carried out that is Dalian will be constructed the important international shipping center in Northeast Asia, thus building Dalian Port and revitalizing the economy of the Northeast have been closely linked. The author believes that in order to realize the long-term goal which is Dalian will be constructed the important international shipping center in Northeast Asia; the primary task is to build Dalian Port into a major service in the three provinces of Northeast China's hinterland-international hub port. Therefore the article makes use of some related economics theories and the analysis of quantitative and qualitative, discusses the dialectical relationship between the construction of Dalian Port and "Rejuvenating Northeast Old Industrial Base", analyses building Dalian Port bigger and stronger which drives the revitalization of the northeast old industrial bases, at last proposes the construction programs and measures accordingly.There are five chapters in this article: The first chapter introduces background of the research, study methods and ideas, focuses on the related economic theories which provide a theoretical basis of building Dalian into an international hub-hinterland. The second part describes Dalian Port's internal and external circumstances, analyses the development opportunities, the risks, the advantages and the weaknesses with using the SWOT analysis. Chapter III uses the quantitative analysis methods such as regression analysis and flexibility analysis, also uses the qualitative analysis methods such as comparative advantage and so on to discuss the dialectical relationship between the constructions of Dalian Port and "Rejuvenating Northeast Old Industrial Base", the following is discussion Dalian Port's superior position in Liaoning ports. Chapter IV proposes the construction programs of building Dalian Port into an international hub-hinterland. The last chapter brings forward some measures according to Chapter IV.
