Study On The Cultivation Of New Vocational Farmers Under The Background Of Three-zation Coordinated Development In Zhongyuan Economic Region

Since 2013, the “No 1 Central Document” has emphasized to speed up the development of modern agriculture and promote agricultural modernization for three years. Along with our country’s economy enters the new normal, reform enters the deep water area, and economic and social development enters a new stage, the environmental conditions of agricultural development and the intrinsic motivation is undergoing profound changes. It is more urgent to develop the agricultural modernization which relies on the transformation of the ways to promote the agricultural development. Farmers in the agricultural production account for the main body status, so their own high or low professional qualities directly affect agricultural modernization. The development of the industrialization and the new type of urbanization has prompted a large number of rural labor force to other than the agricultural industry rapidly and mass transfer, which has caused the structure of the rural farming population imbalance, and poor technical quality problems. That is a threat to the sustainable development of agriculture. "Who is going to farm" becomes a growing problem.Under the background of three-zation coordinated development in Zhongyuan economic region, this paper selected the new vocational farmers as a specific object and analyzed their cultivation from the perspective of human capital. The article had summed up and absorbed the research achievements of experts and scholars. Through theoretical analysis and practice, it adopted the method of logical deduction to study new vocational farmers cultivate problem. This paper analyzed the interactive relationship between "three-zation", pointed out that the cultivation to new vocational farmers could promote "three-zation" coordinated development. It combed the Henan agricultural present situation of human capital. The general characteristics of the agricultural manpower capital has been that big quantity, low quality, unreasonable structure, lack of agricultural sustainable development of agriculture human capital, and human capital need to optimize, investment needs a variety of ways. It analyzed the present situation of cultivating the new type of professional farmers in Henan province. Come to the conclusion that human capital for agriculture on quantity and quality of optimization countermeasures and suggestions of ascension.In this paper, in order to realize the agricultural modernization and the sustainable development of agriculture in Henan province, foster new vocational farmers need to consider from two aspects. From the consideration on the agriculture human capital stock, need to optimize the overall quality of the farmers of existing, build a cultivating system, further intensify the spending on rural education, the construction of professional training teachers, to adjust measures to local conditions to nurture and support mode. From the consideration on the agricultural increment of human capital need to increase agricultural manpower capital increment. Under the protection of more favorable policies, actively guide the new generation of migrant workers and rural cadastral back high-quality talent such as agricultural college students.The paper researched new vocational farmers cultivate problems from the perspective of human capital. It analyzed the effects that the new vocational farmers for agricultural modernization and the important role of agricultural sustainable development, from the perspective of the optimization and upgrade the human capital to consider new professional farmers cultivating. Human capital and sustainable development is linked with new vocational farmers cultivate research in Henan province. The paper has certain application value which puts forward the measures, targets and operability.
