Study On Cultivation Of New Professional Farmer In Jilin Province

In2012, the No.1Central Document put forward the concept of “new professional farmer”for the first time, leading the farmer issue to a higher level. In2014, the No.1Central Documentagain stresses to build a new agricultural management system, which indicates the urgency ofcultivation of new professional farmer. Jilin province is a large agricultural province, which isalso rich of labor resource. The farmer quality has a direct effect on the development of Jilinprovince’s “three agricultural issues”. Presently, the structure of labor force in Jilin province isunbalanced and is short of rural practical talent and agricultural reserves, which is far from thedemands of the new socialist countryside construction and agricultural modernization. Therefore,it is of great necessity to accelerate the cultivation of new professional farmers in Jilin province.The thesis studies the cultivation of new professional farmers in Jilin province, and makesan in-depth analysis of the current situations of farmers’ quality and cultivation in Jilin provinceto find out the problems exiting in the cultivation process, thus contributing to the cultivation ofmore and better new professional farmer in Jilin province.Firstly, this paper gives a scientific definition is given to the concept of farmer and newprofessional farmer and analyzes the quality gap between farmers and new professional farmersin Jilin province on the basis of statistical data and survey data from education quality、scientificand technological quality、management quality、civilization quality and health quality. Secondly,it deeply analyzes the present status of new professional farmers cultivation in Jilin province andthe factors resulting in the existing problems. Thirdly, it puts forward suggestions for thecultivation of new professional farmers in Jilin province in accordance with the timerequirements and the development reality of “three agricultural issues” in Jilin province withsuccessful cultivation experiences of developed countries such as America、Germany and Korea.
