Research On Environmental Pollution Liability Insurance Mode In China

In recent years, environmental pollution accidents frequently occur, which have brought serious threat to public health and economic development. Environmental pollution liability insurance mainly cover the compensation liability which caused by the third party suffered damage in environmental pollution. It is also known as the green insurance. Implementation of environmental pollution liability insurance, which is not only conducive to solve the problem of enterprise pollution, the problem of government huge pay, but also can encourage enterprises to improve their environmental standards. Since 2007, China has been actively promoting the pilot work of environmental pollution liability insurance, but so far, it is still in a narrow coverage, has a low rate, the overall development is not very optimistic. Therefore, constructing a scientific model of environmental pollution liability insurance to promote its rapidly development, is a currently problem to be solved in China’s insurance industry.This paper discusses the development model of environmental pollution liability insurance in China and the operational mechanism, mainly includes the following aspects: First, clearly defining the denotation and connotation of environmental pollution liability insurance; Second, analyzing the development of the environmental pollution liability insurance in China; Third, analyzing the economic root of China’s environmental pollution liability insurance lags behind the world standard; Fourth, by the method of comparative analysis, respectively summing up advantages and disadvantages of the western developed countries’ environmental liability insurance mode; Fifth, based on the crisis management theory, the theory of public goods supply and cooperation, putting forward the suitable mode and suggestion for our country to development environmental pollution liability insurance.
