Agriculture is the basic industry of the national economy, agricultural development, plays a very important role in the development of the national economy. At present, a major stumbling block to restrict the development of agriculture in Chongqing is the contradiction between the small-scale production and operation of individual farmers under the household contract responsibility systemand market, only the development and improvement of rural land circulation is to adapt to the market economy system and the most effective way to solve this contradiction, in order to achieve the scale of agricultural production, intensification and modernization. With the development of rural economy and the continuous deepening of reform, the rural land management rights transfer also produced some new development and changes, academic circles have done a lot of research.This paper introduces the concept, the forms of rural land management rights transfer, reviews the development history of the transference of rural land in China, through the example of the Chongqing city C town A district rural land transfer analysis, expounds the existing problems of current rural land transfer: transfer of land prices is not standardized, land intermediary organization development lags behind, the construction of rural social security system backward, the transfer of rural surplus labor force difficulty and so on. Compared with foreign countries on the basis of rural land transfer development state more advanced, analyzed the reason of rural land transfer, such as the legal system is not perfect, the internal management system is not perfect, the social security system construction lag are all important factors hinder the circulation of rural land. At the same time, in view of the above problems, puts forward corresponding countermeasures: clear property rights, perfect the laws and regulations, set up standard transfer platform, improve the relevant supporting systems, defining government functions etc.. The article is divided into five parts: the first part is the related concept, transfer of rural land development and expounds the effect. The second part mainly take C town Banan District Rural Land transfer in Chongqing city was analyzed as an example. The third part analyses the current situation and characteristics of the rural land transfer in China and the existing main problems and trouble reasons. The fourth part elaborates the domestic and foreign advanced experience of land transfer. The fifth part of the combination of case analysis on the basis of the comparison between the domestic and foreign advanced experience of rural land transfer development, put forward the Countermeasures research on the rural land transfer in the future development of our city. The innovation of this thesis is on the basis of a great deal of investigation, a wealth of first hand information, can be combined with Mudong town ’s actual analysis of the current situation and characteristic of land transfer in our city, and for the rural land transfer problem of our city and puts forward some specific and operable measures.
