Study On The Implementation Of The Rural Land Management Right Transfer Policy In Ji'nan

Since the reform and opening up,the transfer of rural land management rights has been one of the social hot issues of great concern to all sectors of society.Effective transfer policy of rural land management right is of great significance for promoting the construction of new urbanization,safeguarding farmers' rights and interests,and guiding the effective transfer of rural land management right.In recent years,Jinan's rural land management right transfer policy has made some achievements in promoting the construction of new urbanization and rural reform and development.However,there are many problems in the implementation of rural land transfer,which has become a bottleneck restricting the development of rural economy.Therefore,how to effectively implement the transfer policy of rural land management rights,solve the implementation problem of the transfer policy of land management rights,release the surplus labor force bound on rural land,promote the modernization of rural agriculture,and let farmers share the results of new urbanization has become an important issue to be solved.Based on the interpretation of the rural land management rights and other related concepts,narrative theory,on the basis of induction,analyzed the jinan rural land circulation policy background,the rural land circulation policy involves main factors and the effect of execution,and further study of the jinan rural land circulation problems and obstacles in the implementation of policy,forming reason,and accordingly put forward the promotion of rural land circulation policy implementation performance of jinan.Through research,this paper finds that although the implementation of Jinan's rural land management right transfer policy has achieved remarkable results,it still faces many problems and obstacles,such as non-standard land transfer procedures,poor management of land contractual management warrants,imperfect service system,imperfect financial support policy and hindered transfer of rural surplus labor force.For this reason,this paper puts forward some suggestions to refine the policy of agricultural land property rights and related laws and regulations,improve the policy of rural land transfer,strengthen the protection of rights and interests,strengthen the supervision of land transfer policy,increase the publicity of land transfer policy,and enhance the implementation performance of Jinan's rural land management right transfer policy.
