Research On Social Security Finance Expenditure

A social security system is an important cornerstone of social progress and national stability, the government is the institution who should promote the construction and improvement of social security. At present, with the cause of building a well-off society into a crucial stage, the number and size of social security financial expenditure is growing. In 2015, the financial expenditure on social security of China totaled 19019 hundred million yuan, of which the central government spent a total of 723 hundred million yuan, the remaining 18296 hundred million yuan paid by provincial and under provincial governments. How to allocate funds in this "big cake", with the situation that the government tilt limited financial resources to the construction of social security will tilt? How to make good use of financial funds and supervision? How to make the state of the people's livelihood and the policy in place, increasing the satisfaction of the masses expectations? How to improve fund efficiency and adjust the expenditure structure ,in the situation that the economic growth slow down, aging and pension gap continues to expand the grim reality? How to make the financial support funds playing a direct and indirect role? These questions have become the realistic subject in front of the local government.This thesis selects Y city which is the open coastal city as the starting point to social security financial expenditure. With terms of expenditure status compared and analyzed the problems in reality exist, the research explore the impact on the expenditure efficiency objective factors. Combined with the new factors in the development of future economic and social changes, the new requirements of the financial system development, this paper throws out several suggestions to improve the efficiency of social security financial funds and promote the healthy development of social security system.This paper will be divided into five chapters: the first chapter introduces the research background and significance, the research situation of domestic and foreign,the innovation of the dissertation, pointing out the overall framework of research ideas and methods. The second chapter introduces the definition of relevant concepts and theoretical basis in social security system, social security expenditure, social security financial expenditure, and the relevant theoretical research of social security financial expenditure. In the third part introduces the detailed situation of social security financial expenditure in Y city, with the aid of data and case analysis two forms, comparing with vertical and horizontal data. This part analyses the index of social security financial expenditure elasticity and the structure of social security expenditure, supplemented by case. The fourth part analyses the present situation of social security financial expenditure, delves into the influence the efficiency of the capital use efficiency, project objective factors, think the current capital supervision system is not sound, urban and rural dual social structure and regional economic development imbalance can affect the efficiency of financial expenditure on social security funds. At the same time, economic growth is slowing, ages and a series of new influence factors, for spending on social security and social security put forward higher requirements in using fiscal fund. To illustrate the problems and the fifth part from the factors of face, combined with the new direction of the development of the financial system reform and the new requirements put forward improvement Suggestions and measures, in order to promote financial sector work improvement,to improve the efficiency in using fiscal social security funds and open the new situation of safety management.Innovation of this paper lies in two points. Firstly, the thesis is based on the labor of duty, according to the working characteristics that using typical data , and summarizes the experience of practical work. Author analyses the problems and the factors that affect the work progress should be further improved and the content.Secondly, this paper not only researches on current situation of problem, but also combines with the current economic situation, population and other reality of social transformation, according to the new way of thinking that the financial system reform, puts forward the opinion of the more practical and operability.
