Study On The Measures Of Improving National Science And Technology Honor System

In recent years, our country pays more and more attentions to the development and progress of science and technology. Commendations and rewards of scientific and technological workers have gradually formed the scale system. But it also increasingly exposes with problems. National honors and awards in the field of science and technology have yet to be perfected. The Second Session of the Twelfth National People’s Congress in 2014, and the third in 2014, had raised the national medal and honorary title law in legislative agenda twice. So, studying and analyzing the construction of national science and technology honor system has both important theoretical significance and realistic significance. As an honor system which especially commends the scientific and technical worker, national science and technology honor system arise at this time.In this paper, national science and technology honor system is the main study object. This study mainly makes use of methods of documentation and comparative analysis, and defines the concept and identified the related concepts. It also combs out the developments and kinds of national science and technology honor system. On this basis, the article explores the main problems of current national science and technology honor system, such as lacking of the unified legal rules and regulations,including a wide range of science and technology honor, the boundary of honors and awards unclearly enough, and poor operating system. Then this paper analyses the reasons of these problems, including our country not doing enough, standards of gaining honor less measurable, the “double-track” system of honor breaking out some problems, and review easily distracted by external factors. Finally the author puts forward a few measures on how to improve the national science and technology honor system, including establishing the unified legal framework, and making the honor system nationally; adjusting the classification of national science and technology honor, and rationalizing the setting of honor; separating honors form rewards, and bestowing honors purely, perfecting operating mechanism, and scientizing the honor system. Only in this way, can national science and technology honor system encourages talents and guides the social value orientation more effective.
