A Research On Construction Of Technological Entrepreneurial Environment

At present, technological entrepreneurship has become a key force in the development of economy. The development of technological entrepreneurship depends on technological entrepreneurial environment. With a good environment, the enterprises can get more ways to get the resources they need, reduce business costs, and avoid the risk of failure.This paper takes the technological entrepreneurial environment of Ningbo city as the research object. First, make the technology entrepreneurial environment theory concept analysis, characteristic analysis, classification, and its constituent elements. Based on this, proposed the three-tier model, to establish technology entrepreneurial environment evaluation system, put it as the logical framework to analysis environment evaluation of Ningbo city. On the second, the domestic and foreign successful experience is analyzed with the cases of American Silicon Valley and Shenzhen City. Subsequently, introduces the construction situation of Ningbo city by the three-tier model, respectively, make the description from three levels: The micro level(market environment), meso level(policy environment, talent environment, financial environment, technology environment) and macro level(natural environment, infrastructure environment, social and cultural environment). Finally, analyzes the existing problems of Ningbo city, on the basis of this, put forward the countermeasures including: the establishment of a multi-level system of innovation of science and technology investment, broaden the entrepreneurial enterprises financing channels, the establishment of innovation talents of Science and technology support system, vigorously develop the Ningbo science and technology intermediary service industry, strengthening the construction of science and technology management team, the implementation of intellectual property rights trading mechanism and protection, cultivate regional science and technology innovation culture.
