Research On Rural Land Transfer In The Process Of Urbanization

The Chinese economy has experienced three decades of rapid development and urbanization has made great achievements, but the past is dependent on the urbanization of land, and its development is inefficient, extensive, unsustainable.Land is monopolized by the government, land as a kind of factors of production is not according to the demand of the market to optimize resource configuration. When the economic of the city of develops rapidly, a large number of rural population migration to cities engaged in non-agricultural profession, led directly to urban disease and rural disease.The party’s 18 report proposed the construction of "New Urbanization," is to co-ordinate the development of urban and rural areas,integrate urbanization and rural modernization development together.Rural land transfer is a key part of the process of urbanization,connects the urbanization and rural modernization.The rational circulation of land can be optimized allocation of land resources, to maximize the rational use of land resources,reduce land rent dissipation, and play a bigger role in social and economic life.At this stage,promoting land circulation means to find a way to make the rural and urban development together, means that the "San nong" problem is the key of the economic development, means to coordinate imbalance between regional economic development,means how to handle the farmers change into urban residents, means that in the period of economic transformation how to deal with the contradiction between man and the land, make the farmers get a well-off life.The article uses property analysis, historical analysis and comparative analysis,system analysis, empirical analysis and normative analysis, from theoretical has a research on the problem of urbanization and land circulation, then based on the questionnaire survey about Nicheng town, research the problems of the land circulation.Based on the research of the land circulation of the Nicheng town, we can have the conclusions as follows:In the background of Lingang development and construction, Nicheng has a rapid urbanization by the promote of government.In Nicheng, half of the villages is exploited,only 5 villages have land circulation, because of the develop prospects is not clear, the farmers don’t like to put lots of money in to agricultural, so the time of land circulation is short,the size is small. At present,land circulation is mainly farmers spontaneously,between farmers,the range of transfer is narrow, only a small portion of the land circulate to other villages, the transfer object is mostly in the relatives and friends acquaintances. The land circulation form is diversify, but more than half of the land circulate in the form of rent. Due to the farmers’ cultural level is relatively low, the government’s propaganda about land circulation is not enough, therefore in the process of circulation, there is circulation behavior is not standard and flow procedure is not standard, also the enthusiasm of farmers on the land circulation is not high enough.We can find five factors restrict the land circulation with analysis:1、The property rights is not clear, the government as agencies intervene and control the land market;2、Laws and regulations of land is imperfect,there are even conflict between laws;3、Social security system is imperfect, farmers will not take the land circulation out easily;4、Absence of government functions;5、Land circulation market is imperfect lead to a higher cost of land circulation trade, it is not good for agricultural industrialization,science and technology, mechanization operation.In the last of this chapter, respectively, from the perspective of micro and macro,we propose policy Suggestions to promote the local land circulation.From the micro level, land circulation intermediary organizations should be improved and complement the role that the government in the absence of land circulation market; the governmentGive full play to the government’s service guide function, take advantage of the government’s propaganda, guide farmers to deepen the understanding of land circulation,encourage guide farmers’ land circulation; Increase financial support, innovative forms of land circulation, with the internal and external forces to make land circulation well development.From a macro level, we should perfect the rural land property right,perfect the laws and regulations, promote land legislation, perfecting the social security system, regulating the behavior of the government, establishing and perfecting the land circulation market system.
