At present,China has become the world’s second largest economy. The society,economy,politics and culture continue to move forward for the rise of China. However,the rapid economic growth also brings China a series of problems like serious ecological destruction,a large number of resources shortage,the growing contradiction between human and land,and the widening gap between rich and poor. The support provided by the energy ecosystem and land resources for the social and economic development of China shows apparent unsustainability which is resulted from these causes such as the extensive utilization of scarce resources,the simple pursuit of economic growth based on the warped view of political performance and resource and environment price mechanism. Now,the problems of the extensive use of energy and the rapid expansion of urban have become the bottleneck when China keeps developing the economy rapidly and constructing the ecological civilization. Hence,in order to achieve the sustainable development of the macroeconomic regulation and control,it is significant for China to understand the energy problems and the problems of construction land expansion correctly,to grasp the change of the demand for energy and land scientifically,and to analyze the relationship between energy and construction land and economic development objectively. This article takes the cities and counties of Henan Province as example,based on the new perspective of energy footprint,analyzing the usage and distribution of construction land and energy in different stages of development in Henan Province. Qualitative research will be used to figure out the interaction relationship between land factor and energy factor and economic development in different stages. Qualitative research will be used to figure out the interaction relationship between land factor and energy factor and economic development in different stages.Through the study,the following conclusions:(1)from 1978 to 2012,the relationship between the energy footprint and urban expansion and the economic development has experienced the weak decoupling,expanded link,expanded negative decoupling,expanded link and weak decoupling and strong decoupling,which presents the development of Henan Province begins to transform from abnormal state to sustainable status. In recent years,the development of Henan Province gradually gets rid of the development way which is based on at the expense of ecological environment and construction land. The development way of economy changes from denotative development which is concerned with the input of the sources like energy,construction land,labor and etc. to connotative development pattern that is drove by the improvement of science and technology and the transformation of economic structure.(2)Spatial distribution of economic development and urban land use intensity have both commonness and difference in Henan province. First,the present situation,the overall change and phase change of GDP and the urban land economic density is on an expanding trend. The characteristics of the most of urban land economic density’s changes are center circle shape distribution. Secondly,regional per capita GDP have strong spatial correlation. Relative changes of spatial correlation are not significant. On the contrary,the absolute quantity of interregional economic density of urban land is unstable,relative quantity has strong externalities and spatial correlation. Finally,compare the absolute quantity and relative quantity changes of regional per capita GDP and urban land economic density,we have the following conclusions: Changes are necessarily influenced by regional policy development strategies, their natural resources and their effects urbanization in industrialized. Externalities of economic development and urban land economics are present in varying degrees of weakening. Most of the regional economic development could not bring efficient and intensive use of land resources,it cannot be changed into qualitative changes in economic development. Excessive investment in part of regional economic development resources,such as land resulting in low levels of intensive use,irrational economic structure and the low efficiency of land use for development.
