With the advancement of technology, Internet information innovation has overcome a large number of geographical restrictions. Theoretically speaking, the Internet-based e-commerce should be scattered. However, in reality Chinese e-commerce industry concentrates in some particular areas which are not the region’s political, economic or cultural centers. Such phenomenon draws the attention of scholars from home and abroad. There exist two phases in the development of Chinese e-commerce industry. The former one happens before 2005 when C2 C ebusiness is mainly distributed in the more developed economic regions such as Guangzhou City as well as Hangzhou City. The latter takes place after 2005 when Chinese C2 C e-commerce industry gradually evolves to be multi-centered, transferred from the developed areas into the relatively backward parts of China. This paper argues that the factors affecting C2 C e-commerce clusters in China can be categorized into three types: 1) the source of power is the fundamental driving force of industrial agglomeration which mainly integrates the dynamic scale effect brought by C2 C business; 2) the government is external driving force of industrial cluster; 3)agglomeration mechanism is a self-driven process which includes the inter-connection between C2 C e-commerce and manufacturing entities. The model results imply that thanks to the developed information technology and logistics, the opportunity cost generated by geography and cultural cognition is greatly reduced. And therefore, the C2 C e-commerce industry enjoys a rapid development. At the same time, with the firm support from the government and economic entities, the booming of C2 C e-commerce has been further consolidated. This paper probes into the clustering of e-commerce industry in China. First it studies the relationship between the ecommerce industry and the real economy entities. Then it builds an e-commerce gathering model to examine such relationship. It later looks at the status quo of e-commerce agglomeration as well as its mechanism. Finally through detailed analysis of the Case Study-- “Junpu Taobao Village” in Jieyang City, Guangdong Province, the model results will be further verified.
