Research On Rural Collective Construction Land Transfer Institution Of Guangzhou

Nowadays, the urbanization rate of our country has been accelerate, the demands of land resources have been increased dramatically. However, our land resources are limited. Governments began to occupy agricultural land and farmers’ land to solve the problem. But these couldn’t solve the fundamental problem. Then, rural collective construction land transfer has begun spontaneously and progressively. To some extent, it can solve the fundamental problem. But, it also has lots of problems. Therefore, our government has begun to find the best institution to manage the transfer of rural collective construction land.This paper set up a theoretical framework of Guangzhou rural collection land transfer institution which base on the SSP paradigm and the field investigation of Guangzhou.The final conclusion is that the establishment of Guangzhou rural collective construction land transfer system has achieved positive results. And rural collective organizations, local government and land users are the main factors of rural collective land transfer. Their behavior and interests determined rural collective construction land transfer. But there are still many problems which reflect in other literature, such as invisible transfer, unbalanced distribution of transfer income, untenanted land, etc. And it also exposed some new problems, such as the single transfer mode, the single type of operation, misunderstanding of the policy issues, etc. The government has to reform the institution. Therefore, this paper put forward some useful policy suggestion which base on this problem.
