Institution is the special organization with Chinese characteristics, along with the establishment of China was born, along with the development of the society. With the development of the society and the deepening of the reform, the original is no longer adapt to China’s social institution system, especially for the management system, regardless of government responsibilities, personnel structure is not reasonable. Because for a long time, influenced by the traditional planned economy mode, study of institution staff incentive mechanism is less. The application of incentive theory in institutions is less, the use of incentives is single. For this reason, this paper draw lessons from western classical incentive theory and combined with performance appraisal system, to our country business unit staff personnel management problems are compared comprehensively expatiates on and put forward the improvement measures, in order to help our country institution to establish a system of personnel incentive mechanism as soon as possible.In view of the above, the purpose of this paper is to introduce the incentive theory and the system of performance system in the institutions of the personnel management, selecting is given priority to with business as the business nature of the business branch A for research. Firstly expounds the purpose of this study, the significance and the train of thought. And incentive theory used in this paper, method of performance appraisal and incentive mechanism and several assumptions, then to A branch of industry and their own characteristics and the present situation in brief, and then points out A branch chief drawbacks existing in the existing human resources management and the reasons, finally using the incentive theory in the system, to A branch of the existing incentives put forward improvement opinion, aims to really set up to adapt to A branch, the incentive mechanism of social development.
