Study On Optimization Of Industrial Structure Of Shihezi Reclamation

The core of region economy development is to develop it’s Industry. The optimization of regional industrial structure is not only to improve regional economic development speed and quality, but also to conducive the promotion of regional productivity level of ascension, to improve people’s living standards and to increase the benefit of energy saving and environmental protection.The eight Division has the important economic status in the xinjiang production and construction corps and Xinjiang economic development.In recent years, the optimization of the eight division‘s industrial structure was difficult. At present how to accelerate the optimization of the industrial structure to achieve regional economy coordinated sustainable development. in the eight division has become a difficult problem.In this study, theory of industrial economics, regional economics and resource economics has been used in discussing the optimization of the eight division‘s industrial structure, in addition to the introduction, following six part of mainly research contents:In the first part,after definiting the definition of industry, industrial structure and industrial structure optimization,this study elaborates on the theoretical basis of this study. In the second part, After the introduction of the eight division, this study analyse the status of industry structure in the eight division.In the third part,first of all, this study establish an evaluation index system of the optimization of the eight division‘s industrial structure,and then use the improved entropy method to do a comprehensive evaluation of the optimization of the eight division‘s industrial structure; Secondly,the stduy the shift share method were adopted to evaluate the structure effect of the optimization of the eight division‘s industrial structure, and exploring the industrial share of contribution to economic growth, industrial structure effect and competitive effect. The fourth part, according to the results of empirical analysis,this study explore problems of three industrial structural, and analyze the reasons for its existence for specific problems. In the fifth part, first,this study has been clear about the principles which the eight division should adhere to realize the industry structure optimization,and then point out the ideas and direction of the optimization of the eight division‘s industrial structure, Finally some specific content have been pointed out of the optimization of the industrial structure in the future. The sixth part is the countermeasure suggestion of industrial structure optimization to the eight division.Through rigorous logical analysis, the main conclusions are obtained as follows: First, the output value structure in the eight division has changed from "three two one" to "two three one", and the structure of employment have come from "three one two" to "three two one". Second, The overall situation of the optimization of the eight division‘s industrial structure has been better from 2008 to 2013, but the large fluctuation of industrial structure rationalization process and the primary motivation that change highly has played a negative impact on the overall level of the optimization of the industrial structure. Third, the shift share analysis indicates that although the first industry is an overall growth department, but the effect is still small, weak competitiveness, and to continue weakening trend; The second industry has been making more contribution to the regional economic growth, and it’s structural effect is obvious, but the industry less competitive; The scale of the third industry is still relatively small,and the contribution to economic growth is smaller, not only that, although its structure effect compared to the second industry is weak, but its strong competitiveness and great development potential.fourth, The reasons of obvious fluctuation of the industrial structure rationalization process and the primary motivation that change highly is the special system is not perfect, the restriction of resources and environment,and the ability of independent innovation is weak, the lack of human capital.
