So, speeding optimizing industrial structure is the necessity demands and the long task for economic growth. By positive analysis the evolution laws about industrial structure is the base of how to choose industrial and industrial policy. Reaserchment on industrial structure not only has the profoundly theoretical importance, but also has its practical meanings. especially for the area of the medium-sized development level in our country like Hainan province, which will realize the economic fast development. At present, the research about how to adjust and optimize the industrial structure increases day and day. Looking from the optimization aspect of the industrial structure, there are many methods and ways of adjustment and optimization, but little look from its industrial structure and the competition of itself.Hainan, which is one of the most important members in Asean-China free trade area and Pan Pearl River Delta, and it also has favorable geographical position and abundant natural resources, currently, Hainan attracts much attention. The choice and fostering of the industrial structure of Hainan is the important components of its economic development strategy and industrial policy.It influence the future direction and prospect of the economy of Hainan, so it is the extremely important aspect in the economic development. Hainan is in the crucial period for industrial structure adjustment. It needs to find an avenue of adjustment and optimization for accelerating the economic development. It guarantees the steady and healthy development of the economy and society of Hainan.The paper is on the basis of industrial economics,regional economics theory , adopts the methods of analysis of demonstration,canonical parse and the method of qualitative and quantitative analysis, unified the economic development of Hainan. It analyzes the situation and problems of industrial structure, thinking the upgrading of industrial structure of Hainan slowly. The proportion of agriculture in the industrial structure is too large and the inside structure is unreasonable. All of this appropriate to the basic framework which is makes analysis on the problems and provides countermeasures to solve these problems. Industrial structure adjustment of the second industry is slow, and the industrial quality is on the low side. Hainan has abundant natural resources but the base of the tertiary industry is rather weak, the contribution to GDP is more lower than developed country's lever, lower than developing countries too. To further study three-industry contribution to GDP of Hainan. By using shift share analysis each industry in Hainan is compared and analysed with average lever in China, the information of the advantage and inferiority in industrial structure and competitive ability of all industry, then, the direction for the adjustment and upgrading of industrial structure were confirmed. By using economic growth model of the industrial structure change from Mr.Liu wei and Mr. Li shaorong, to establish model of economic growth model of the industrial structure in three-industry for Hainan. Finally, the scheme for the adjustment and upgrading of industrial structure have been put forward, from the angle of industrial structure makes suggestiongs for the economic development of Hainan Province.The paper is to analyze the industry structure's contributions to the growth of Hainan economic, by analyzing the ratio data of 2004 the Hainan'GDP and the share of each industry in Hainan Province's GDP ,we can reached the following conclusion : in Hainan Province, the most economic and effective way to spur economic growth in the industry, in addition to agriculture, almost is the third industrial sector. In details: various industries for Hainan's GDP contribution to the efficiency of research respectively, were integrated technical services, State organs political machinery social groups, the real estate industry, the catering business, agriculture, finance and insurance industry, transport telecommunications industry, social services, the construction industry. This shows that the past Hainan economic growth mainly through the reform of the first, pulling the three industries. Therefore, to maintain long-term, stable economic growth of Hainan Province's economy, it must transform traditional agricultural structure and mode of production, and it was also necessary to reform the traditional industries, the production organization and production. It concludes that the industries stimulate the growth of Hainan economic are almost the branches of the third industry except the agriculture.
