In recent years, with China’s economic and financial development and the change of the economic and financial situation both at home and abroad, the people’s bank of China play an important role in the financial sector.But now the main problem is the human resources loss,the first-level central bank,especially in the western underdeveloped region, can’t keep the best talent. One of the main reasons is lack of effective incentive.There’s no a good incentive to use and retain talent.From now on, the actual situation of the central bank still lack, how to design an effective incentive for the central bank has become emergencies. Therefore,this paper in the people’s bank of China S sub-branch as an example,in-depth analysis of current status of grassroots central bank motivation, and adopt the way of questionnaire survey to analyzes the reason of brain drain in the people’s bank of China S sub-branch, find out the problems existing in the incentive, defects and blank, targeted, hierarchical incentive optimization countermeasures, in order to maximize incentive effect to improve the brain drain situation, to improve organizational performance,The paper quotes from the incentive theory and human resource flows and drain.First of all, this paper expounds the people’s bank of China S sub-branch of the human resources present situation,the people’s bank of China S sub-branch of the organization structure,personnel, detailed introduction to the structure and management level, the system analysis of the existing incentive condition and disadvantages. Secondly, by combining the way which is used to describe the people’s bank of China S sub-branch of brain drain present situation, analyzes the loss of present trends.Using the method of questionnaire survey on employed and resigned employees were investigated, to find a line of incentive and the problems in the vacancy. Finally, from the organization’s culture,pay system and promotion system, performance evaluation and system management five aspects,such as optimizing the countermeasures to improve motivation,brain drain is given.
