With the fast growth in city construction and expanding of land levy, the contradiction of levy compensation brought forward is becoming more and more serious. The regulations of land levy and compensation of state owned land stipulates that the compensation is based on the result of evaluation on land levy, thus the reasonableness of levy evaluation is the keynotes to solve the disputes on levy compensation. The research on rational more reasonable levy evaluation method t is crucial for smoothness of land levy and city construction.The land levy compensation of state owned land has powerful policy. The author reads a lot of documents to research on the situation of land levy in our country and on the changes of levy compensation policy.After research on current levy evaluation method, the author finds that there are three main methods being used in our country, they are complete market comparison method, standard land price plus house rebuilt price method, regional land price correction method, among which, complete market price comparison method is time-consuming, labor-consuming and discriminating, standard land price plus house rebuilt price method, regional land price correction method is inaccurate in price and in-tally in market rule. The thesis combines these three methods, improves according to substitution principle, and proposed the method of typical house price modification method.The thesis sorted the house in the levied region according to the use, structure and completeness of the house function and choose the representative house as typical house based on the features, and then evaluate the market price of the typical house. Finally, it forms the consolidated price modified system to modify the price of the typical house, and evaluates the price of the house be levied, and structures the model of typical house price modification method. When fix the price of the model of typical house, the author uses the analysis on the factors of fuzzy and analysis of set pair to access the weight of the model, to improve the accuracy on the price of typical house. When forming the consolidated price modified system, the author combines the qualitative and quantitative method and essentially realizes the typical house price modification method in computer.Finally, the thesis applied the typical house price modification method on practice combing with the established land levy case to prove its practicability. The method of typical house realizes the levy evaluation in large quantities, improves the efficiency, saves the cost and makes the evaluation result more transparent, comparable, and reflects fairness and justice. which is magnification on practice of levy evaluation and reduction on the disputes of land levy.
