The system of real estate presale has played an important role for real estate development enterprise financing and the development of the real estate industry at the beginning of the market economy. However, as the long-term implementation of the system of real estate presale, some bad real estate development enterprises began to use system vulnerabilities, the phenomenon of cheating consumers such as "empty set of white Wolf, "false advertising" and so on began to appear. So the people’s bank of China said that most market risk and trading problems arose from the system of real estate presale, at present, the real estate developers of good operation have accumulated a certain economic strength so that we can consider to cancel the system of real estate presale, changing presale for existing home sale. That triggered a debate about whether to cancel the system of real estate presale between experts and real estate development enterprises.Based on the actual situation, it is difficult to cancel the system of real estate presale temporarily. This paper used empirical analysis with calculation of cost to research how to improve the system of real estate presale. This paper has analyzed problems of the existing system of real estate presale and reasons, summarized the disadvantages of the existing system of real estate presale, referenced to foreign experience of the developed countries and regions. This paper used some theories such as calculation of cost and instance analysis for improving the system of real estate presale. This paper put forward some new conditions of the presale based on image progress, the ratio of the actual investment and total investment, credentials investigating. That has considered the differences of the house owning different structure forms and uses. This paper has also improved ways to take charge of pre-sale capital from aspects of opening special account of pre-sale funds, establishing the public information platform, employing enterprise credit rating mechanism. In addition, this paper summarized the influence of canceling the system of real estate pre-sale for the real estate development enterprise, consumers and the social economy from the perspective of qualitative and quantitative analysis. In turn, this paper analyzed basic conditions that should have when canceling the system of real estate presale. Finally, this paper put forward the constructive suggestions for the government, the real estate development enterprise and consumers to deal with the impact of improving or canceling the system of real estate presale. The above results have certain reference significance for relevant departments to make decision.
