Research On The Supervision Mode Of Pre-sale Funds For Commercial Housing

In recent years,the presale of the commodity house has become the main sale method of real estate sale in China and the presale fund has become the main financing channel of real estate development enterprises except for bank loans.Since the implementation of real estate presale system,many unfinished real estate projects and project stagnation events have occurred,the supervision on the presale funds of the commodity houses is directly related to the interests of the majority of housing pre-buyers.How to construct a presale fund supervision model which conforms to our national conditions has become a new topic discussed and considered by many scholars and supervisors,which is of very important practical significance.This paper proposes to build a multiplex supervision model with the government sector as the core and commercial banks,supervision units and security companies for co-regulation by analyzing the four main supervision models adopted in China and the presale fund supervision models in overseas developed regions such as Korea,the United States and Taiwan and taking the practice of presale fund supervision in Hangzhou as an example through the research methods combined empirical research with qualitative analysis.In this model,the government department is responsible for the macro-control function for presale fund supervision,commercial banks fulfill the fund management function for presale fund collection and use,the supervision units are responsible for whole-process supervision on project construction and the supervision project image progress and the security companies are responsible for the supervision and random inspection,they submit those parts with objection to the government departments for investigation and bear the ultimate guarantee responsibility.
