Through the reform and open policy of30years, China’s economic growth ratehas reached9.8%on average. Rapid economic growth has been accompanied by lowutilization of natural resources, declining quality of the environment, and theincreasing damage of environmental health loss (World Bank,2009). Therefore,exploring regional green development efficiency and green productivity in Chinaunder environmental regulation to figure out the performance of China’s greeneconomy growth turns out to be of great theoretical and practical significance.Moreover, considering the heterogeneity of economic structure, factor endowmentand institutional environment, adopting the metafrontier analysis method is morereasonable.This paper measures regional environmental efficiency and environmentalproductivity (ETFP) in China over the period2000-2010, with parametricmetafrontier Luenberger productivity indicator (MMPI) method, the empirical resultsare as follows: Compared with the central western regions, the eastern region hasexperienced higher level of green development efficiency as well as productiontechnology. On average, ETFP of the east region is progressive, while the central andwestern regions have experienced a negative growth of ETFP. Besides, the easternregion has performed better in efficiency change and technical change. With furtherdecomposition, we find that pure technical progress has become the main positiveforce to ETFP growth in all regions, when the pure efficiency change doesn’t play animportant role, even has a negative effect on ETFP growth. Moreover, puretechnological catch-up effect is found to be positive in the east region and negative inthe central and western region. However, the potential technological relative changeindicates that all regions have emerged compression in technological development.
