Sinopec northeast oil and gas company is China’s Sinopec in the northeast area only a in oil and gas exploration and development and the production and operation activities of team is gathering and oil gas geology, geophysical prospecting, drilling, logging, cementing, testing, construction, oil and gas in one of the enterprises, for the implementation of integrated management of the northeast area of oil and gas exploration and development. Petroleum drilling engineering is a key project in the development of oil and gas fields. Generally has the investment, the cycle is long, the risk is high, the influence factor is complex, the investment management difficulty is big. With the China Petroleum and Chemical Corporation Northeast oil and gas branch company oil and gas field in the progress of the exploration and development of northeast area, drilling engineering quantity and investment are increasing. Therefore, it is urgent to in the drilling engineering investment estimate index optimization design and management, for investment in the drilling engineering project plan of the company to provide basis for decision making.This paper first introduces the northeast branch of oil and gas drilling project selected topic background and research significance, for the concept of investment estimation, the concept of investment estimation index, investment estimation method, and the characteristics of the investment estimation and so on has carried on the detailed introduction;and combination with the practical situation of the northeast division of oil and gas, then determine the design principles of index system of investment estimation, and according to the actual needs of drilling engineering project, list all the estimation index in the estimation index system; Combined with the understanding of the characteristics of the petroleum drilling engineering project, points out that the original investment estimation index system, the problem existing in and explain the causes; then according to the existing problems, and to design, project investment estimation index system determines the optimization solution; finally designed a set of new investment estimation index system, established a relatively complete information management mode and assessment reward system, strengthen the management of the drilling engineering investment estimation index system, to achieve the purpose of control investment plan for branch department.
