Investigation And Countermeasure Research On The Present Situation Of Fishermen Living In Huizhou City

Fisheries are relatively a special industry, while fishermen are the producers of this industry. Study the survival status of fisherman and find out countermeasures contains a significant meaning. While domestic and foreign experts have done a large amount of research and analysis, many cities in and out of province are making steps to solve the survival problems of fisherman. Huizhou Municipal Committee and Huizhou Municipal People’s Government, for the purpose of promoting scientific development and social harmony, building and sharing Happiness-Huizhou, set up a special leading group which is jointly operated by CPC Huizhou Municipal Committee Policy Research Department and Huizhou City of Ocean and Fishery Bureau, to research and crack the survival problem of fisherman. Based on a thorough investigation and a wide-ranging experience, this leading group launched “Opinions on the settlement of fishermen living and production difficulties”, which is beneficial of promoting the rapid growth of fisheries’ economy and solving the living problem of fisherman, and building a harmonized society at large.Based on field research, paper-searching, analyzing data, this dissertation illustrates the production problem, income-increase problem, living problem, life insurance problem, housing problem, developing problem, collective-economy problem of fisherman, and then analyze related causes. Suggestions are as bellows put forward seven areas to address the problem: Improving the functions and duty of Fisheries management departments, promoting anti-wave cage aquaculture and new production methods, promoting high-pool shrimp production and adjusting production structure, promoting healthy aquaculture and keeping seafood safety, strengthening the support of recreational fisheries and increasing fishery production value, relying on scientific and technological support to promote a new kind of good law and protecting the basic link, creating a circulation of processing aquatic products and improving the industrial chain.
