In recent years, with the rapid development of global financial integration, the country gradually promote market-oriented interest rates, narrowed the spreads between deposit and loan. The rapid development of the Internet finance has Increased competition among banks and impacted the china’s banking industry’s traditional business, For most banks, it is to particularly important to strengthen the business transformation and product innovation. China’s commercial banks have gone through several stages of reform and development, those are moving towards the establishment of operational mechanism, internal management and services. But it has also exposed some problems:lack of product development capabilities, organizational structure is irrational, poor management, lack of self-development capacity to expand. This shows that China’s commercial banks performance appraisal system cannot meet the needs of their own business development,In view of this, based on domestic and foreign research, Combined with the development of Jinan City Commercial Bank A, this paper used the Balanced Scorecard method to establish effective performance appraisal system.First, this paper sort and summarize the relevant literature, in those study, Commercial bank performance appraisal system experienced the process from a single indicator system to multidimensional indicator system. But the performance appraisal system framework of bank is not systematic and the application practicality is not strong and other issues.Secondly, through the introduction of bank performance appraisal system development theory, this paper elaborates the balanced scorecard, economic value added, key performance indicators and targets Management Act and other bank performance appraisal system.Thirdly, combining the characteristics of the development process of Jinan City Commercial Bank A, This paper studied its current performance appraisal target responsibility system. For the analysis of the problem, learning the advantages of EVA performance appraisal system and key indicators, from the perspective of a financial management, customer, internal processes, learning and growth, This paper use AHP, and establish judgment matrix level, and calculated the relative importance of various factors, to design and establish a performance evaluation based on the Balanced Scorecard management system. Furthermore, through detailed classification, this paper divided it into sub-branches, departments and employee performance appraisal management sub-system. This conclusion has a very important reference significance.Finally, this paper summarizes the improvement of commercial banks A’s new performance appraisal management system aspects and forecasts to its future direction.
