Grain was an important commodity in the country. The food problem was not only relationship with the country’s stability and development, but also directly affected of the interests of every citizen. The rational food policy was the most fundamental way to ensure food security. Through the study of food policy could provide a reference for the development of China’s grain policy, and offer basic data for the improvement of China’s grain policy. Through the discussion of the grain price mechanism and influence factors of grain price formation, could improve the international competitiveness of China’s grain trade.In this paper, the grain policy of developed countries and the history of China’s grain policy was the research angle of view. The analysis methods mainly included the Classification analysis, Comparative study, Systems analysis and so on. Through analysed the experience of the developed countries food policy, the Chinese and foreign food policy differences and the existing problems of China’s grain policy, put forward some suggestions for China’s grain policy.This paper was divided into 6 parts, the first part introduced the background and significance of the research of the food policy. The second part analyzed the foreign food policy, discussed the food policy of Europe, America, Japan and other developed countries, effect on food production and food market. The third part analysed the development history of China’s grain policy, discussed on the current grain policy of China, summed up the impact of China’s grain policy for the grain production of china and analyzed the influence factors of food prices in China’s the grain market. The fourth part, the similarities and differences between domestic and international food policy was compared. Through analsied of the foreign food policy, discussion on China’s grain policy implications. The fifth part analyzed the existing problems of China’s grain policy. The sixth part through the analysis of the domestic and international food policy, put forward China’s grain policy perfect way. In the development process of China’s future food policy, from all aspects of the grain production, grain market, grain consumption, grain circulation, improved China’s grain policy system. Perfect policy system should determine the grain policy of long-term and objectives goal, establish and improve the food policy system, strengthen enforcement of grain subsidy policy, make full use of the laws of the food market, strengthen the macroeconomic regulation and control and establishment of emergency management system of food policy and so on.The first innovation of this paper was the new research perspective. The grain policy of developed countries and the development of China’s grain policy comparative analysis was the thinking of this paper. The second innovation was he research method. By using the method of comparative study of Chinese and foreign food policy, horizontal compared of the similarities, differences and the advantages between C hinese and foreign food policy, longitudinal analysied of the characteristics of China’s food policy in different periods.
