Land is one of the three factors of production in the economic society and it is the survival of human life. Due to the history and law reasons, land market in China has been in a state of urban-rural dual structure for a long time, which has hindered the development of social economy. In the third plenary session of the third plenary session of the 17th and 18th, the Chinese Communist Party has put forward that "the market should play a decisive role in the allocation of resources". At the same time a unified urban and rural construction land market should be established. This is not only a major measure of land management system reform in our country, but also the direction of the rural land use system reform in the future. So the research on how to build a unified construction market in urban and rural areas will certainly be a hot and important point in the study of land management theory in the future. Zibo, a city,that located in the middle of Shandong, is an important economic city, which economic development is at middle and upper level in Shandong province. With the characteristics of economic development in the different districts being very bright and agricultural, industrial, commercial, tourism and other industries being in a balanced development, the economy in various districts and counties are very typical. Starting from Zibo, we can provide a typical case for the study of urban and rural unified construction land market.The characteristics of the current land market in China is:binary segmentation; unclear property rights; power is imperfect; the market transaction cost is too high; the income distribution is not balanced; the legal existence of the land rights discrimination. The land market has many problems in our country for the existence of these reasons. Concentrated expression in Zibo are as follows:collective construction land transactions are spontaneous, invisible and not standardized; the contradiction between supply and demand of construction land are large which leads to land conservation being difficult; the behavior of the government abusing land rights has damaged the interests of farmers; financial income is increasingly depended on the land revenue; the land market information is distortion and market efficiency is low.Don’t change the nature of land public ownership. Don’t break the red line of protection arable land. Don’t damage the economic interests of farmers. These are the principle of Zibo unified construction land in urban and rural areas. Building a unified, fair, efficient and standard the construction land market are the goal of the reform to unify urban and rural construction land market in Zibo. Urban and rural integration, property rights, power improvement, low cost, reasonable allocation and sound legal system should be the specific features.The basic path of unified urban and rural construction land in Zibo is to cancel the government’s monopoly on the construction land market. In order to establish a unified urban and rural land market system, we should based on the consistency in urban and rural land use right and make the collective construction land into the market directly as the breakthrough point. To break the government monopoly on construction land market, we are supposed to change the land ownership reflected in economy, cancel the land market or state-owned construction land transfer system and allow construction land use rights can access to markets directly, regardless of the state and collective ownership. Only in this way can we achieve the fair deal, the same place, the same rights, the same price. As the state administration, the government have a responsibility to adjust the land income distribution effectively and make the land income base on the land tax. As the land revenue of the land owners, their voice-state-owned land management companies should make profits through market transactions. It is necessary to reform the existing land requisition and land use system, to control the conversion of agricultural land to non-domestic approval and limite land acquisition act strictly.The methods and steps to realize a unified construction land market between urban and rural areas are to break the government monopoly, cancel the land primary market, let the collective land use right enter the market and carry out the thought of the same place, the same rights and the same price.The specific method should be:1.first pilot, and gradually advance; 2.adjust the profit distribution and remove obstacles to the reform; 3.take a bold reform and try to break the law; 4.establish a tangible market and perfect the market mechanism.
