Research On The Coordinated Development Of New Urbanization And Agricultural Insurance

New urbanization is a special stage of economic development, and it is a profound reflection and summary of the development of traditional urbanization, agricultural insurance as a guarantee of agricultural production in China has experienced from commercial insurance to the evolution of policy insurance, its development course is tortuous. How to stimulate the stable and fast development of agricultural insurance has been the focus and difficulty of academic research. Whether the new type of urbanization can promote the development of agricultural insurance, the development of agricultural insurance to a certain stage can contribute to the construction of new urbanization?In this paper, the research results of the domestic and foreign in recent years have found that it is necessary and possible to coordinate the development of new urbanization and agricultural insurance. This paper analyzes the concept of the new urbanization and agricultural insurance, and defines the concept of the new urbanization and agricultural insurance, and the development of economic development and insurance, from the perspective of the whole non equilibrium, and the new urbanization and agricultural insurance evaluation system. The empirical part uses descriptive statistics to analyze the basic situation of agricultural insurance and new urbanization at the present stage, then points out the necessity of the two, and then constructs the evaluation system of the 5 aspects: population, industry, public services, urban and rural income and resource environment. The development of agricultural insurance is to calculate the coupling coordination degree and the three regions.The empirical results show that the coordination degree between urbanization and agricultural insurance development is changed from moderate to high degree of coordination in the whole country, but the development of agricultural insurance lags behind urbanization in this period, and the average coordination degree in 2013 is 0.616, which is higher than 0.608 in the West and 0.558 in the middle part of China. The difference of agricultural insurance is obvious, the efficiency of public service and the efficiency of the scale efficiency change is declining. The efficiency of the technology efficiency and scale efficiency are declining. The reason is that the urbanization is reasonable and the resource allocation is optimal, and there is still room for optimization in this stage. Therefore, the government should realize the effective migration of the population, protect social services, improve people’s living standards, so that the farmers in the process of adapting to this change as soon as possible, the economic development of regional economic development should be more open and other areas of agriculture insurance planning, increase financial support.
