Research On Risk Management Of Waste Incineration Projects In Hubei Province

Over the past ten years, the waste incineration industry has made considerable development in Hubei Province, because of its environmental protection, energy saving, external economy and other characteristics. And it has played an indelible role in the harmlessness, reduction, resourcefulness disposal of garbage in Hubei Province. However, in the process of rapid development of waste incineration industry in our province, many problems like the secondary pollution have been exposed due to the unreasonable allocation of risks resulting from the lack of risk management consciousness of the government and the item company, and the insufficiency research in risks of the projects, which restrict the healthy development of the waste incineration industry in Hubei Province. Thus this paper attempts to carry on the risk management research of waste incineration projects in Hubei Province, identify and analyze the risks, and put forward risk countermeasures.Firstly, 15 risks of waste incineration projects in Hubei are initially identified by using case analysis and expert interview method. Followed by using questionnaire survey and quantitative analysis methods to identify the 11 key risks of waste incineration projects in Hubei Province, and establish a key risk sharing matrix: decision-making risk, policy and regulations imperfect risk, payment of cost risk, supply of waste risk should be taken by the government; financing risk, technical risk, operational and maintenance risk should be taken by the item company; tender risk, revenue and cost change risk, risk of completion should be taken by the government and item company together. Finally, the risk response strategies are put forward. Through the research, this paper is excepted to provide the basis for the risk management of Hubei provincial government and the item company to carry out the risk management of the waste incineration projects, and to promote the healthy development of Hubei province’s waste incineration power generation industry has the application value and practical significance.
