There’s no doubt that commercial bank plays a leading role in the financial market of China. It’s not only because China’s commercial bank appeared earlier than other financial objects in planned economic era, which placed restrictions on financial market effectively. But also China has not yet been completely loosening its hold over loan interest rate. For a long period of time, the country maintains a stable and considerable spreads by using national administrative power, which allows commercial banks cost low and earn relatively rich profits. Therefore, China’s commercial bank has been in the extensive development. However, commercial bank has been facing greater pressure because of the global slowdown in economic growth, which requires commercial banks to change its pattern of development mode, into intensive development in order to explore and innovate. The changing of development mode, conforming to the national economic structure adjustment, will support the development of policy guidance, and seek new growth point of commercial banks.Today, the material production efficiency has improved to meet the demand of mass survival and development. Meanwhile, sustainable development has been widely accepted. It seems that the rise and development of the cultural industry has become a necessity. How to invest and finance with the help of external financial strength has become the biggest bottleneck that restrict the development of cultural industry. Among niche areas of cultural industry, cultural tourism industry seems to be the most close one to the traditional banking credit business indicators and the size requirements. We choose this niche area as the research object of commercial Banks business innovation support for the following reasons. Cultural tourism industry is relatively similar to the tradition of the commercial bank industry on the scale of assets, which makes it easier to design and implement for the support of its innovative business. Secondly, there is quite small difference between each individual in the cultural tourism industry management pattern, which makes it easier to form the demonstration effect of business innovation, so as a stronger pattern replication.Based on the above background, this article attempts to make research on commercial Banks business innovation, China’s culture tourism industry development and mutual promotion relationship between the above two by using cultural tourism industry subdivided from culture industry as a breakthrough point. The researching work is to solve financing problem in the cultural tourism industry itself, at the same time, to fan out from the point to the area, manages to sums up the general law of innovation by using deductive way of thinking. The purpose of the researching work is to make some basic research contributions on the innovation of commercial Banks and the development of cultural tourism industry in China.We will use the method of induction and case analysis in the research to present the corresponding conclusions in the process of discussion. As for cultural tourism industry, if cost control, large-scale financial support from commercial banks is available, it means significantly for its development. With this help, it can change the first-class culture tourist resources into the first-class cultural tourism products as well as improve tourist facilities to enhance market competition ability. Cultural tourism industry is a breakthrough, touchstone for the development of commercial banks’ business innovation, it has the industry model replication exploration significance. Meanwhile, business model innovation of commercial banks is the leveraging point and the booster for the development of the industry, which has irreplaceable function to promote the development.
