An Empirical Study On The Development Of Intellectual Property Service Industry Agglomeration Of Creative Industry

Intellectual property is the source of scientific and technological innovation, is the core competitiveness of enterprise development, is the important support and guarantee to achieve innovation driven development.The world’s major developed countries have completed the global layout of intellectual property industry in the last century,China’s economically developed regions(such as Beijing,Shanghai,Suzhou,Hangzhou and the other places)has also begun to set up intellectual property related to the park service or service center, to play the role of the intellectual property right system to enhance the core competitiveness of the region.At present, the theory research of fresh from the intellectual property service industry cluster development, according to the current situation, this article from the basic theory and concept, and then analysis the representative countries of central creative pilot industrial park(Zhengzhou)and Eastern State Intellectual Property Development Zone(Shanghai), respectively. From the regional traffic and regional economic situation, enterprises cluster density, industry association degree of latitude four park were analyzed, results showed that the capital of Zhengzhou intellectual property service industry development level is not high, park, the core competitiveness is not strong, achievement transformation pattern is not smooth;On the other hand, Shanghai Park reflects the relatively good development trend,depth analysis of the key factors in each development:(1) positive public service platform, to achieve the project accurate docking technology;(2)the implementatio of different management mode,to achieve a cooperation zone cooperation;(3)improve service innovation and entrepreneurship environment. The construction of multi-level relay incubation;(4) strengthen IPR publicity and training, improve service enterprises professional consciousness; Based on the above theory research, the research group has in-depth Jinshui district national innovative pilot industrial park, has conducted a questionnaire survey of 12 enterprises in service industry in the development of the basic situation of the data,the empirical test the park service industry agglomeration, and then the theoretical analysis frame based on the formation of research, found the city of Zhengzhou intellectual property service industry cluster development in existence the problem,according to the location and characteristics of Zhengzhou, and the future of the strategic position of the intellectual property rights of agglomeration development condition, proposed(1) to build a public service platform, innovative investment approach;(2) the construction of system and mechanism innovation, implement differential management efficiency;(3)improve the business service environment, protection of business incubator and the number of quality;(4) actively promote the introduction of high-end talent strategy four policy recommendations.
