With the surge of agricultural transfer population entered the city and the growing shortage of urban space resources, the difficulty and complexity of city housing problem in China has further exacerbated.And Commercial housing supply is far difficult to meet or adapt to the real needs of the city residents concentrated on housing needs of all kinds of specific groups can not rely on their own strength to be resolved.In order to solve the housing difficulties of low-income groups, China has gradually carried out the protection of housing construction projects since the last century 90’s, to the beginning of twenty-first Century, the basic formation of the housing, low-cost housing and commercial housing prices, housing security system. Around 2005,China began construction of public rental housing for the urban "sandwich",the implementation of housing security for low-income people, including migrant workers, college graduates, In 2011 the national "Twelfth-Five Year Plan" will be established as a key part of the public rental housing affordable housing system and the future direction of development, the local government will also focus on the construction of public rental housing into the local housing security.However, with the development of social economy and the improvement of people’s living standards, public rental housing in the growing play "sandwich" layer of residential security features. At the same time, Some questions and doubts about the actual security benefits are also faced to. A series of problems such as edge, low quality, lack of facilities and traffic inconvenience affect the living standards of public rental housing,and it is how to plan and arrange reasonably to be related to the public rental housing security benefits can really be implemented and fit people’s livelihood.Based on the realistic background, this study takes Hangzhou city public rental housing as the research object, with the residential satisfaction as the research core focusing on two questions: The first is to explore the current Hangzhou city each public rental housing residential perception from a more comprehensive dimension. In the construction of the internal environment, community environment, surrounding facilities, transportation, employment conditions and equity and value of many aspects, the system of public rental housing tenants to explore all aspects of the evaluation; The second is to explore and construct the structural equation model of the quality of living and living satisfaction perception constitute. Empirical test influence degree of the model to explore the quality of the perceived factors for the overall quality of the perceived. As well as interaction relationship about the evaluation of the quality of perception, the value perception and the fair perception of the overall residential satisfaction.This study is based on the 5 Hangzhou city public rental housing area 341 household survey data, using SPSS17.0 and AMOS21.0 statistical analysis software for data analysis and model test, we draw the following conclusions:(1) Descriptive statistical analysis showed that the overall residential satisfaction of Hangzhou city public rental housing is poor, only 10.40% of respondents were satisfied or very satisfied with the current living conditions, 46.10% of respondents were negative attitude; community love level, long-term residents living in the survey results also show that the state is poor, overall needs to be further improved.(2) The internal structure, traffic travel, the surrounding employment of 3 indicators of the descriptive statistics results show that the low household status, Hangzhou city public rental housing in these 3 areas is clearly inadequate; the overall results of the surrounding life supporting better, that Hangzhou city public rental housing surrounding life supporting more satisfactory household needs.(3) There are 4 hypotheses in the hypothesis that the overall satisfaction of the overall residential satisfaction is 5. The positive influence of residential quality on the satisfaction of living is the highest, and the positive influence of fair perception on the residential satisfaction is significant, and the positive influence of the value perception on the residential satisfaction is not significant.(4) There are 4 hypotheses in the quality perception of the model 5. The internal structure, the surrounding employment, the impact of traffic travel on the quality of the impact of the larger, life supporting the impact of secondary, community environment is not significant. In the internal structure of the structure, the size of the residential area, the employment opportunities in the surrounding areas, employment opportunities, and employment opportunities, and the distance between the city center, and the distance from the employment is the most important.In view of the above research conclusion, the suggestions are put forward from four aspects, such as practicality, comfort, convenience and fairness:(1) In order to expand the "living area" and reasonable design of "family structure" as the focus, focus on improving the public rental housing and living conditions of the "practical" and "comfort".(2) To the industry cooperation "planning and traffic network" for the wings, steady improvement in the employment of tenants of public rental housing "availability" and industry ranks commuter "convenience".(3) To improve the surrounding "basic public services" as the basis, to carry out community internal "convenient business" as a link, to encourage large and medium-sized commercial carrier to enter the area as the focus, a step to improve the living environment of public rental housing tenants.(4) To "scientific, fair, transparent" as the criterion, openness and fairness of the focus on improving the public rental housing application, approval procedures, improve the allocation efficiency of public rental housing and public trust(5) To enhance the community property management service level as the basis, the organization of community public, public welfare activities, and promote the exchange of neighbors, and create a "equality, harmony, friendship, mutual assistance" community neighborhood environment.
