During the 12th Five-Year Plan,the public rental housing?PRH?which is an important part of the national security housing system played a significant role in the low-income housing projects.A large number of low-income families moved into the PRH and realized the goal of"housing for all".However,some tenants who were no longer eligible for the PRH refused to exit from the public rental units when housing authorities rechecked the qualification of PRH tenants or when the tenancies ran out.The so-called“exit difficulty"has become a prominent problem that undermines the recycling of PRH.It is necessary to exploring the influencing factors of exit barriers of PRH.The findings may contribute to the exit management of PRH and also help to promote the recycling of PRH resources.This study takes the tenants of three PRH communities in Beijing as the research object,and obtains data by questionnaire survey.The structural equation model is employed to explore the influencing factors of barriers to PRH exits.The results are as follows:?1?The results of the questionnaire survey show that there is a relatively high proportion of participants who are less likely to move out of the public units,and the proportion of the middle-aged and the elderly tenants without intentions to move out is obviously higher than that of the young tenants.The high housing rents in private market,the intermediary and disputes exert great barriers to tenants'exit decision,and also decrease tenants'intentions to exit PRH.?2?The analytical framework is built to investigate the barriers to PRH exits,and assumes that tenants'residence feeling,residence mobility perception and private housing market have the negative impacts on their exits.The empirical results of the structural equation model show the private housing market to be the most influential factor in determining the tenant's barriers to leave PRH units.The high rents,intermediary and disputes impede the tenant's exit PRH.The tenant's residential perception has a negative impact on PRH exit,and the strong residential satisfaction reduces the tenant's exit intention.The tenant's perception of housing mobility also exerts barriers to PRH exit.?3?The findings also show that the influence factors of exit barriers vary in different socio-demographic tenants.For example,the private housing market has a greater impact on the elderly tenants'PRH exit,and the impact of private housing market on exit barriers in large families is larger than that of small families.A long spell is typically associated with a relatively low likelihood to exit public housing.Suggestions on promoting the orderly exit of PRH are also put forward from several aspects.For example,the strict exit management,incentive measures and various treatments for different tenants should be employed to promote PRH exits in an orderly manner.
