The Research On Cost Risk Management Of LTE Project In J City Based On FMEA Model

With the rapid development of mobile Internet, operators from all around the world have already started building LTE network. China have entered the stage of fierce competition of 4G with the Ministry of Industry and Information Technology has issued 4G licenses to three operators. Thus how to build a strong network at the base of TD-LTE / FDD-LTE is a big problem China Unicom faced.The wireless network planning of LTE is the key to LTE to commercial, which not only affects the performance of facilities and the operational quality of the network directly, but also have some influence on the construction cost of the network.This paper first reviewed related researches in the second chapter. The third chapter is the requirements analysis, coverage planning and capacity planning of Jilin China Unicom’s wireless network planning project based on the guiding of LTE wireless network planning China Unicom, and simulation programming is included. In order to minimize the total cost of the planning and construction of wireless network, this paper used FMEA model to evaluate the main failure mode of the cost of wireless network planning.
