A Comparative Study Of China’s Regional Economic Growth Quality In The New Normal Period

Economic growth is the common topic that all countries over the world are concerned. From classical economic school such as Adam Smith and Ricardo to modern western economic growth theories put forward by Harrod and Solow, and to Romer, Lucas and other economists introducing human capital into the economic growth model, all these enrich the pool of economic growth theories for every country. However, this kind of pure pursuit of GDP growth causes a series of problems such as resource depletion, ecological pollution, excessive populated cities and the deterioration of living conditions which makes economists question the previous mode of economic growth.This is the economic growth quality problem this paper researched.Now China has entered the "new normal" stage with the economic growth slowdown, facing the adjustment of economic growth rate, changes in the economic structure and the transformation of economic power. To adapt to the development of the "new normal",we must change economic growth mode, combine the growth rate with the quality and efficiency to achieve the change of economic growth from "quantity" to "quality". In addition,China’s regional characteristics is quite obvious,clutching inter-regional complementary advantages to form the new normal of regional cooperation is an important task to follow the development in the new period.Based on the interpretation of the economic growth quality and the requirement of the development of "new normal", this paper builds the index system of the quality of economic growth. Factor analysis and cluster analysis are used here on two dimensions of space and time to make an empirical analysis of regional characteristics of economic growth quality. The result shows that the characteristic of regional imbalance on our country’s economy growth quality is quite apparent from 1985 to 2012. The economic growth quality level of the eastern regions is significantly higher than that of the central and western regions. And the polarization of economy growth quality also exists among the eastern regions.Finally, according to the concrete national situations,this article considers policy orientation is the root cause of the regional difference’s formation,points out that the development ideas of the "new normal" have great significance for optimizing the economic structure, promoting technological progress, improving people’s livelihood, stimulating the rise of the mid-west area, and bring new opportunities for improving the quality of economic growth. Then the paper puts forward a series of suggestions to the east and mid-west area respectively on improving the economic growth quality.
