| In 2010,Chongzhou city put forward the "1+4" Agricultural Production and Operation Mode in Sichuan province.After 1 year of the pilot,in 2011 May, Chengdu City regard it as a template and promote it in the city.In development for three years,Hundreds of the new cooperatives has set up and the area of land in the cooperatives increase.But there were still some problem.Surveys and visits were made to research the development status of the model in 5 agricultural cooperatives of Jixian Township of Chongzhou City.Through the PRA(Participatory Rural Appraisal), we has analysis the farmers’ cognition degree to the charter of the cooperative,national aid,the ownership of fixed assets and so on.Farmers’satisfaction degree of the agricultural cooperative and the cause also was analyzed in order to find the problem of the cooperative. At the current level of agricultural development,social-economic conditions and local realities.we make appropriate countermeasures.Final,a year later,we investigated and analysis whether it is suitable for the local development,so as to provide references for the development of the agricultural cooperatives in Sichuan Province.The main conclusions are as follows:(1)the land area of the cooperative in Jixian Township was steep rise from 2010 to 2014 and there was 419.20 hm2 in 2014; it increase progressively at the average rate of 100.97 hm; The land area of Liangjing cooperative was the largest in the 5 cooperative,which was 104.87 hm2.(2)From the planting type, all of the cooperatives had planted traditional crop;the rice planting was accents for half of the total area and the planting area of wheat was 30%;now,rice-fish and rice-crab has been extended in order to improve economic efficiency of land use.(3)With the cooperatives had set up in Jixian Township,the production cost is rapidly increasing,from 2.7189 million yuan in 2012 rose to 4.209 million yuan in 2013.At the same time,the total income of the cooperatives was increase with the average rate of the cooperative.In short,the increase of the cooperatives’ area exhibit a positive correlation with the production cost and the average rate of the cooperative.(4)Manifestations of the differences in cooperatives’management was the proportion of income distribution.Allocation of national subsidies,the owner and the depreciation cost of fixed assets,and other measures were not reflected in the five cooperatives management charter.Jixian Township 5 cadres are part-time manager of the cooperative,no fixed administrator,to some extent,weakened the energy management,the impact to the management level.(5)The degree of the farmers’understanding and awareness about(6)The farmers’willingness to participate in agricultural cooperative is mainly affected by the work place.Most young adults choose to work outside the city,and they were able to get higher wages and opportunities. And the farmers of the cooperative only go to work at the cooperative in busy farming season.(7)In the course of development,There were some problems in the cooperatives,such as the unsound system,management confusion, lack of staff and capital scarcity(8)Combined with the actual situation,proposed cooperative standardized construction,increased training of professional managers,community coalition,re-elected president and other countermeasures.Suggestions year after,in addition to the formation of union funds was not suitable to local conditions to promote the mutual funds mode,other countermeasures are adatedto local conditions,with remarkable results.lt promoted a certain extent,the healthy and orderly development of various cooperatives,has laid a good foundation for the future development of cooperatives. |
