| In recent years, China’s labor dispatch labor mode is gradually rising, more and more enterprises from the cost control of the starting to choose the use of labor dispatch employees, including some of our large and medium-sized state-owned enterprises. Xiangtan A company is a typical old state-owned enterprises, in the trend of market economy, A company, through the use of labor dispatch staff, has reduced the labor costs and labor disputes, however, has caused some problems such as a large flow of persons and low working efficiency. How to solve these problems effectively is being a difficult problem for human resource management in the company.On the basis of the definition of labor dispatch and the performance evaluation theory, combined with the actual situation of labor dispatch staff in Xiangtan A company, the article first through the questionnaire survey, makes an understanding on the labor dispatch staff to Xiangtan A company’s current assessment system and the attitude of the proposal. Through sorting out, the labor dispatch staff generally believe that the performance evaluation of Xiangtan A company has the problems of setting up the index, the single examination, the lack of communication and the incentive of the assessment process. In view of the problems found in the survey, we use 360 degree performance management method and KPI key index method to rebuild and optimize the performance evaluation system of Xiangtan A company, and from the assessment object and subject, assessment index system, assessment cycle and process, assessment results and other aspects of the Xiangtan A company’s performance evaluation system of performance evaluation system. In order to ensure the successful implementation of the evaluation system, the paper also analyzes the factors that may affect the implementation of the evaluation from the aspects of organizational culture, organizational structure, management attitude and attitude of labor dispatch staff, and gives the suggestions on the compensation system, training, communication and feedback, corporate culture and other aspects.Through optimizing the performance evaluation system, the research results of this paper have an important significance on improving the efficiency of labor dispatching employees, building a stable and competitive human resources security system, and laying a solid foundation for the enterprises in the new situation.
