As a relatively new form of employment, labor dispatch develops rapidly in recentyears. According to the data released by All China Federation of Trade Unions in recentyears, the number of the employees under labor dispatch in China has amounted to morethan60million. Labor dispatch is comparatively common in institutional organizationsand State-owned enterprises. It has changed from a special system phenomenon into asocial one. More and more employing units adopt labor dispatch because of itsadvantages such as low costs, flexibility, and adaptability to labor forces at differentlevels. Especially for colleges and universities in China, labor dispatch has graduallybecome the first choice of non-core logistics management departments since itintensifies advantageous resources, simplifies labor management, rationally avoidslabor and personnel disputes and reduces costs of human resources, thus it plays animportant role which cannot be neglected in the management and development ofhuman recourses in colleges and universities.Many scholars at home and abroad has studied the labor relations in labor dispatchfrom the legal perspective, or analyzed the advantages and disadvantages of labordispatch mechanism in the position of the labor dispatch units and the employing unitsfrom the view of management, while few of them has studied the employeemanagement in labor dispatch. As a matter of fact, however, many problems in labordispatch are caused due to imperfect management of employing units, who have notenough theoretical support to help them correctly understand labor dispatch system andmechanism or conduct better management to the employees under labor dispatch.Therefore, starting with the understanding of labor dispatch, this paper builds theoreticalbasis for the study of the problems through developing the basic concepts, basic theories,relevant rules and laws as well as labor management of labor dispatch.With the labor dispatch of ZS Polytechnic as the target, through analyzing thecurrent situation of employees and surveying the background of adopting labor dispatchalong with the general situation of employment and current management situation, thispaper analyzes the problems existed in the personnel management of labor dispatch and establishes targeted salary incentive orientation, career development orientation,management system and methods. And according to the analysis, the strategies onoptimizing staff management of labor dispatch are proposed, such as to establish perfectperformance-based salary system and help employees under labor dispatch with careertraining and development, establishing effective communication channels, choosingappropriate employing units and so on. It is advised for the employing units to rethinkthe advantages and disadvantages of the labor dispatch in a profoundly and rationallymanner, to correctly use and assess labor dispatch, to take positive communication andcoordination with employees under labor dispatch and labor dispatch units and to paymuch attention and give full play to dispatched employees’ work enthusiasm, so that theutilization of labor dispatch can pose a proper impact on deepening reform of collegesand universities personnel system and driving further the colleges and universities’development. The results of this study can be made as a useful reference for otheremploying units to exalt their management level and employment quality of dispatchedemployees, to ease the tensions within labor relations, to promote the development ofhuman resource management and to improve the employment quality of employeesunder labor dispatch.
