And it has achieved obvious effect; It is also have analyzed rural existing problem and reason of the system of minimum living standard of G county. The system now has a great deal of problems; national input power is small; hard to determine guidance target; the levels low; security mode need diversification; the fund is insufficient seriously; the government lack effectiveness; and analyzes the reason for the existence of these questions:lagging of legislation; two existence of economic structure; lack of the central government's fund input and support through all kinds of special financial transfer payment; omission of local government responsibility; the last explains in detail the basic principles, guarantee standard, guarantee target and guarantee fond. From introducing some implementation of the system of subsistence allowance for rural residents and raises some countermeasures of normalizing Chinese system of subsistence allowances of rural residents.
