A Study On The Matching Between Rural Minimum Security Policy And The Needs Of The Minimal Assurance Target

China's rural minimum living security policy has been implemented for many years.At present,rural poverty alleviation has entered a crucial period,and policy guidance and poverty alleviation are crucial.How to find an effective and suitable method for providing a reasonable and accurate minimum living guarantee policy(poverty alleviation policy)has always been the subject of research.At home and abroad,a lot of work has been done in this area,and in-depth research has been carried out,and some methods and theories have been formed.However,the results of the research are basically a qualitative or single method for determining the needs of poor subjects,and there is a lack of uniform and unified supply and demand research.This paper starts from the perspective of object integration,studies the interaction between the rural minimum living security policy and the needs of rural poor targets,and explores the one-to-one correspondence between policy supply and the needs of the minimum living security object,and forms the supply of rural minimum living security policy and the needs of poor people.By establishing a mathematical model of fit degree,the quantitative relationship is used to calculate the fit between the rural minimum living security policy and the needs of the poor,and the validity and feasibility of the method are verified by the example data.At the same time,this method is applied to measure the fit between the minimum living security policy and the needs of poor people in rural poverty-stricken areas in the western Middle East of China.Through the calculation results,the basic needs and living gaps of the poverty-stricken poverty-stricken people in different regions are found.At this stage,the degree of convergence between the rural minimum living security policy in the western region and the needs of the subsistence allowances and the implementation effect of the subsistence allowance policy,and based on the conclusions drawn from the research,put forward some suggestions for the problems existing in the western Middle East.Provide a supplementary reference for the rational and accurate formulation of China's rural subsistence allowances,so that the subsistence allowance policy can better serve the rural poor and give greater play to the social security function.
