Since the global financial crisis in 2008, China’s steel enterprises increasingly benefit fell infrastructure as the upstream industry of various minerals and other raw materials rising resource prices, lower demand, lack of motivation, real estate, railway pace slowed, steel demand shrinking rapidly, period of rapid development of deep-seated problems ignore the growing exposure of January 1,2015 history of the most stringent "Environmental Protection Law" into effect, only more stringent emission standards, while increasing penalties for environmental pollution, which makes iron and steel enterprises are facing rectification unprecedented pressure, a serious surplus of steel production capacity, many enterprises to enter a loss, how to enhance the competitiveness of the steel industry in shock adjustment period,so that enterprises in the fierce competition, the key is to enhance the company’s performance management capabilities.H steel companies are state-owned old sixties, after the performance evaluation did not pay enough attention. After the arrival of the era of steel profit, cost efficiency through technological means has reached the extreme, it is necessary to introduce the enterprise more efficient management model to improve the operational efficiency of enterprises. On the balanced scorecard based on the use of literature research, case studies and analysis induction method, combined with company strategy, in the original business on the basis of the performance evaluation of enterprise performance evaluation from the financial, internal operations, customer and learning and growth aspects of optimization, through the layers of decomposition, the responsibilities to each department, in order to improve operational efficiency.H steel enterprises by optimizing performance evaluation, effectively reducing the cost of business operations, through a combination of strategic objectives to address the lack of contact before corporate performance management and business development challenges. At the same time, by carding performance indicators, improved operational efficiency, and enhance the competitiveness of enterprises. It also provided inspiration and reference for other companies use Balanced Scorecard performance evaluation reform, improve performance management and capacity.
