Many research results show that Beijing Bureau of state land supervision of public opinion guide still exist some deficiencies, and in order to solve these problems,the medias which familiar with the Beijing Bureau were put forward many opinions and suggestions.From the point of view of the 2013 annual media data analysis, the public opinion guide of Beijing Bureau existence awareness of the initiative is not strong enough; news release system is not perfect, the public opinion evaluation is not so positive; The agency’s response to the negative public opinion is not timely and there is a serious imbalance between regions, and so on.This study believes that there are four reasons for the dilemma: land management of the historical background; the land supervision system itself defects; the special public opinion environment of the supervision institution and Beijing Bureau of state land supervision’s working mechanism.In view of the current situation and reason, in this study, the public opinion guide priorities of Beijing Bureau are analyzed and clear: such as to highlight the position and responsibility of the organization; pay attention to shaping the independence and authority of the image; pay attention to the media discrimination and overall balance; pay close attention to change the direction of evaluation and the introduction of professionals.Based on the analysis of four typical cases, this study also explore construct three different models to guide public opinion, respectively for the three different situations: the positive public opinion guidance; major land illegal violation cases guide and the guidance of his own negative public opinion. |
