Research On Network Public Opinion Guidance Strategies For Accidents And Disasters

As a specific type of emergencies,accidents and disasters usually have the characteristics of high incidence,man-made,urgency and strong harm.Its occurrence is often accompanied by huge casualties and property losses,which will quickly arouse people’s attention in a short period of time and become a hot spot of public opinion.The rapid development of the Internet has provided convenient conditions for the dissemination of public opinion.Accidents and disasters that occur in reality will quickly develop into a huge network of public opinion through the spread of Internet users.How to take measures to guide online public opinion has become a new issue for government departments.At present,the awareness of actively disclosing information in the guidance of public opinion in our country has been continuously enhanced,related legal systems have also begun to be introduced,and related public opinion organizations and information release platforms have been established.However,there are still problems in the online public opinion guidance of accidents and disasters,such as the silence of the enterprises involved,the frequent vocalization of online media,the passive vocalization of some government departments,and the arbitrarily vocalization of netizens.The reasons for this mainly include the serious mentality of related enterprises to escape,the media literacy of online media needs to be improved,the responsibilities of government departments are not clear,and the supervision and monitoring of online public opinion are not in place.In response to the above problems,using case analysis method and experience summary method,etc.,one case is selected from the traffic accidents and production safety accidents that occur frequently in accidents and disasters,and one case is selected for research,and the successful experience of its guidance is summarized.The paper proposes that to strengthen the network public opinion guidance of accidents and disasters,it is necessary to build a good public opinion environment,pay attention to the authority of the network public opinion,strengthen the rapid response of the network public opinion guidance,and strengthen the network public opinion monitoring and accountability mechanism.This paper selects the network public opinion guidance of accidents and disasters as the research object,which has certain novelty.It deeply analyzes the problems and causes of public opinion guidance.It summarizes some of the public opinion guidance through the explosion of a tanker in Wenling,Zhejiang and the 3.21 explosion in Xiangshui,Jiangsu Successful experience has certain reference value for theoretical and practical work.However,how to strengthen the construction of network public opinion guidance model and dynamic monitoring needs further thinking.
