After the separate government functions from enterprise management and the management system reform, Chinese railway transport enterprises faces more competition from highway and air transport. Those managers realize that talent is the core element of competitive advantage, but the traditional personnel management system can’t meet the new system’s overall strategy requirements. Thus, the railway transport enterprises need to introduce the concept of strategic HR (Human Resources) management to improve work efficiency and achieve competitive advantage.HPWS (High Performance Work System) affiliated with strategic HR management areas.It is composed of a set of HR practices, which is mutual collaboration, highly consistent and can match the competitive strategy of the organizations. Throughout the academic research, researches on HPWS mainly focus on the industry,which has the background of cross-industry and manufacturing.Still not have the relevant studies on railway transport enterprises. In addition, under the different management scenarios, the content and vector table’s constitutes of enterprises’HPWS is very different too.Therefore, the exploration of railway transport enterprises’HPWS constitute has an important theoretical and practical significance.This paper, we have six railway enterprises as the research object. Summarizes the Chinese railway transport enterprises existing management problems and trends by extensive literature research, in-depth interviews, pre-test and formal questionnaire survey.Use the method of descriptive statistical analysis and exploratory factor analysis to extract the effective factor. Construct the theoretical models, which validated by Amos structural equation modeling, to compare with competitive model.Finally obtained a most suitable five-dimensional model for Chinese railway transport enterprise HPWS,that is teamwork and staff incentives, results of the work and team-oriented performance management system, contingency pay,strict recruitment and improve the training system, feedback systems (including communication and feedback system of employee participation and employee ownership). The results show that the HPWS has some differences between Chinese railway transport enterprise and cross-industry, manufacturing.Chinese railway transport enterprise HPWS is a focusing on organization-oriented, emphasizing team and motivate HR management system.
