Research On Evolutionary Upgrade Path Of Service Outsourcing Industry In Changjitu Region

With the rapid development of a new generation of information technology, which is represented by the cloud computing, networking, mobile Internet, and big data, service outsourcing industry opens a new era, that is, the service outsourcing industry has entered the “3.0 era” from “2.0 era”, which focus on research and development and is based on technology and interactive ability. The “3.0 era” puts forward higher requirements for all countries and regions and all of the enterprises are faced with the challenge of transformation and upgrading. In this paper, the influence of the new generation of information technology is payed particularly attention, and also the development trend is analyzed, basing on the industrial integration, transfer and upgrading, and the influencing factors of the service outsourcing industrial upgrading in Changjitu region are analyzed with empirical analysis, basing on which, the specific paths of upgrading in the outsourcing industrial are also proposed.In the first chapter, this paper puts forward the research background, significance, research methods and technical route. The second chapter expounds the connotation and characteristics of service outsourcing, and summarizes three pieces of theory that is related with this paper: the industrial integration, the industrial transferring and the industrial upgrading. In the third chapter, this paper separately analyzes the evolution and development trend of the service outsourcing industry and the impact of the new generation of information technology, and then separately analyzes the transferring of service outsourcing industry in the advanced and underdeveloped regions. The fourth chapter mainly analyzes the development status and trends of service outsourcing industrial upgrading in Changjitu region, and researches the influencing factors of the service outsourcing industry in Changjitu region combining with the empirical analysis. The fifth chapter proposes the layout, the focus of development and the upgrading path of service outsourcing industrial in Changjitu region based on the above research. In the sixth chapter, the conclusion, innovations and limitations studied in this paper are summarized.In this paper, the final conclusions are drawn as following.(1) With the rise of the third revolution in information technology with big data, cloud computing, mobile Internet and Internet of things as symbols, outsourcing services opens the new stage of the service outsourcing, that is the “3.0 era”. As we all know, new technology spawns a new format, so the big integration has become a new hot industry, and the cross-border integration of industries and the integration beyond industries has become a new trend.(2) Under the influence of the regional economic integration strategy, "The Belt and Road Initiative" strategy and the "New Silk Road Economic Belt" strategy, service outsourcing industry in China gradually moves into the central and western underdeveloped regions from the east. In addition, service outsourcing industry in advanced regions has taken the lead to transformation and upgrading, and has achieved good results, and also, the central and western underdeveloped areas are also trying to upgrade in the service outsourcing industry with exploring gradually in the conjunction of information and technology.(3)There are five factors which impact the scale of service outsourcing industrial upgrading in Changjitu region significantly, such as infrastructure construction, labor cost, high-quality talent reserves, the level of scientific research and the lever of information and technology, of which the infrastructure construction, high-quality talent reserves, the level of scientific research, and the lever of information and technology have a significantly negatively correlation with the scale of service outsourcing undertaking, while labor costs and service outsourcing scale are significantly negatively correlated.(4)The regional service outsourcing industrial upgrading in Changjitu region has developed rapidly, but it is still at a moderate level in our country all the same. Interegionally, big data, cloud computing, networking, cross-border electricity providers and other industries gradually sprout, gave birth to the new format, and the service outsourcing industry faces the transformation and upgrade. And the specific upgrade paths are as following: 1) to strengthen regionally service outsourcing enterprises self-construction; 2) trying to seek strategic cooperation and realize the sharing of resources; 3) to innovate the development model and strengthen the construction of service outsourcing demonstration zone; 4) to pay more attention to the personnel training and actively introduce high-end talent; 5) to focus on emerging industries and promote business to high-end level; 6) to build financing service platform for service outsourcing; 7) to strengthen environmental construction of the development of industrial transformation, policy support and macro guidance; 8) to improve the government management and service.
