Chinese reform has entered a deep water area, the state-owned enterprises will face more and more fierce challenges, how in the fierce competitive environment stand out to get a long-term to obtain long-term competitive advantage, finally realizes the enterprise’s long-term goal is each enterprise in a major research topic.But China’s state-owned enterprises have long been the impact of the planned economic system and policy to protect the ignore the establishment of incentive mechanism in the process of human resources management, often appear in the course of the human resource management incentive mechanism rigid, incentive system is not perfect and incentive mode of a single phenomenon. State-owned enterprises for a long time production planning model of the in the management process not according to the actual situation of the enterprise business characteristics and talent build matched with the development strategy of the enterprise incentive mechanism, caused the staff mess and egalitarianism phenomenon still. Employees lack of initiative and enthusiasm will be restricted and further development, at the same time may cause the loss of state-owned enterprises, and ultimately lead to low efficiency of state-owned enterprises.. This requires combined with economics,sociology and management science, and psychology of comprehensive discipline research results, starting from the incentive theory, the incentive mechanism of state-owned enterprises are multi-level and a full range of analysis. Transition to the commercial competition of state-owned enterprise is in the competition in the market gain an advantage, to protect the subject status of the state-owned economy, offer advice and suggestions.The incentive theory and the theory of human resource management based around state-owned enterprises under the principal-agent relationship of multi target how to establish and improve the incentive mechanism the problem, through the theory contact practice, of state-owned enterprises entrusted agent relationship and incentive mechanism in the presence of issues, and finally putsforward a applicable to the management of state-owned enterprises incentive mechanism construction of ideas, think state-owned enterprises deepen reform to provide a reference. Around this idea, this paper first introduces the research background and significance, and at home and abroad on the incentive theory and practice research reviews, subsequently, the incentive theory of the system of review,the basic elements of the analysis of the incentive mode and incentive, on the basis of China’s state-owned enterprises incentive mechanism to establish the basic principles were analyzed; respectively from two angles of the managers and employees on the incentive mechanism of state-owned enterprises set up are discussed in this paper.Finally, to summarize this paper and put forward policy suggestions, in order to provide some reference ideas for building the incentive mechanism of state-owned enterprises.
