Transformation Pattern And Benefit Evaluation Of Urban Shantytowns Of Changsha City

Transformation of urban shantytowns is a special housing reconstruction project organized and implemented by Chinese government to improve the living conditions and environment and the quality of life for the poor households who lived in the dilapidated housing district of the city.In order to solve the housing problems for the poor in Changsha city,to improve the living environment and to promote steady economic growth and social harmony,the government of Changsha launched a large-scale shantytown transformation project which focused on the city within the Second-Ring in 2009 and achieved a remarkable success.It does not only ensure the people’s living security, but also makes the residents enjoying the housing conditions and their life.Nevertheless,it also faces many challenges,such as shantytown transformation funds-raising problems,demolition and resettlement contradictions and subsequent management difficulties.Therefore,it is of urgent need to do some shantytowns-related theoretical researches as to guide urban shantytowns transformation practice of Changsha city in a better way.Based on the understanding of the concepts related to shantytowns, this paper firstly deeply analyzes the spacial and temporal characteristics of urban shantytowns transformation in Changsha city,then sums up three typical shantytowns transformation pattern and lists its advantages and disadvantages and its applicability of changsha city.Then, the paper builds a comprehensive benefits evaluation index system of urban shantytowns transformation,and also systematically assesses the comprehensive benefits results by the using analytic hierarchy process and fuzzy comprehensive evaluation method,and puts forward some corresponding countermeasures and suggestions according to the main problems of urban shantytowns transformation. The main conclusions are as follows:(1)On the temporal changes, the scale and quantity of urban shantytowns transformation increase,and the types of transformation are increasingly diverse,stakeholder tend to be diversified, and the influence of urban planning is bigger and bigger;On the spatial distribution, transformation of urban shantytowns in Changsha city has experienced the process from the scatter to the pieces and the local to the overall upgrading,shantytowns transformation in the urban areas is unevenly distributed,and mainly concentrates on the city within the Second-Ring,and it also presents a certain concentration development momentum on the space.(2)There are three kinds of typical transformation patterns in Changsha city which are called "land balance"pattern,"regional balance" pattern and "comprehensive balance" pattern under the co-ordination of municipal government. In general, each transformation pattern has its advantages and disadvantages and it is suitable for different shantytowns transformation situations and environments.(3)On the benefit evaluation of shantytowns transformation,the level of fuzzy degree evaluation,whether economic, social and environmental benefits or comprehensive benefits,are "better" on the urban shantytowns transformation of Changsha city according to the principle of fuzzy membership degree;While based on the evaluation score value,the social benefits evaluation result is highlight and its score value at a good level.However,the economic and environmental benefits evaluation result is weak and each score value at a general level that close to the good level.(4)The main problems of transformation of shantytowns in Changsha city are displayed in the policy basis,planning and implementation,funds-raising,residents demolition and resettlement, subsequent management,community construction of humanistic care as well as historical landscapes protection and so on.(5)Some corresponding solutions and suggestions are put forwarded to solve the problems in Changsha city,such as combining changsha city planning,broaden the financing channels,harmonious transformation and demolition, multivariate resettlement,improving after-sale services,creating a harmonious community environment,progressive transformation and protection of the historic districts at the same time reasonable development and utilization and so on.
